美国农业部向中国和香港提供GSM-102出口销售贷款担保

华盛顿,2003年10月20日-美国农业部今天宣布,在2004财政年度内,商品信贷公司(CCC)的出口信贷担保计划(GSM-102)下向中国和香港销售的美国农产品提供三亿美元的贷款担保。
GSM-102项目在美国的农产品向发展中国家的商业出口融资的贷款保障方面提供了帮助,同时向这些国家提供具有竞争力的贷款条件。在该项目下,商品信贷公司(CCC)通过对经核准的国外银行给美国的出口商或金融机构的到期帐款提供支付担保而减少了资金出借方的融资风险。

商品品种分配额
海外农业服务局2002年9月24日发布的第PR0346-02号公告公布了GSM商品清单,出口商以先到先得的方式可以为任何该公告或补充公告所规定的商品的销售申请信贷担保。最新的商品清单可以通过登陆后面所列的海外农业服务局的主页获取。
商品品种分配数量没有给GSM商品清单中的任何商品规定美元金额,从而给买家和卖家在总的分配数量的范围内安排交易规模上提供了最大的灵活度。
适用条件
根据1493.20(v)(1)条的规定,本公告所提供的贷款担保基于船舷交货价或离岸交货价。如果商品按成本运费价或成本运费加保险价销售,根据1492.20(v)(2)条的规定担保范围也可以基于到海洋运输或国际航空运输的卸货地点的成本运费价。本公告下的贷款担保不适用于保险费用。
可以提供对本金高达98%的贷款担保的信贷期限从30天到3年,但实心木制品、木浆和木条片除外,这些商品的贷款期限最长只到720天。根据海外农业服务局2001年9月4日发布的第PR0264-01号项目公告或后来的补充公告的规定,还提供可调整的利息贷款担保。
有资格的银行
任何经商品信贷公司(CCC)核准的中国和香港的银行均有资格参与该项目。要查询完整的合格银行的名录,参照商品信贷公司(CCC)的"GSM计划海外贷款银行"网页http://www.fas.usda.gov/dam/fmd/banks/banks.htm。出口商将从其海外买家处得知商品信贷公司(CCC)核准的并将开立信用证的海外银行的名字。
担保费率
依照1493.70条的规定,收费标准在2002年9月24日发布的海外农业服务局第PR 0347-02号项目公告中或补充公告中列明。
特别条款
所有销售必须在2004年9月30日前到商品信贷公司(CCC)办理登记手续,出口商的合同安排必须要求出口履约的时间不迟于2004年11月30日。

USDA OFFERS GSM-102 CREDIT GUARANTEES FOR EXPORT SALES
TO CHINA/HONG KONG
WASHINGTON, Oct. 20, 2003 - The U.S. Department of Agriculture today announced the availability of $300 million in credit guarantees for sales of U.S. agricultural commodities to China/Hong Kong under the Commodity Credit Corporation's Export Credit Guarantee Program (GSM-102) for fiscal year 2004.
The GSM-102 program helps ensure that credit is available to finance commercial exports of U.S. agricultural products to developing countries, while providing competitive credit terms in these countries. Under this program, CCC reduces the financial risk to lenders by guaranteeing payments due from approved foreign banks to exporters or financial institutions in the United States.
This program announcement is issued in accordance with 7 C.F.R. 1493.10(d).
COMMODITY ALLOCATIONS
Exporters may apply for credit guarantees on a first-come, first-served basis to cover sales of any of the commodities specified in the GSM list of commodities published in Foreign Agricultural Service program announcement PR 0346-02 issued Sept. 24, 2002, or as superseded. The latest commodity list can be obtained by accessing the FAS home page as specified below.
The allocation does not assign dollar amounts to any of the commodities specified in the GSM list of commodities, providing buyers and sellers maximum flexibility in arranging the size of their transactions within the scope of the overall allocation.
TERMS OF COVERAGE
In accordance with section 1493.20(v)(1), this announcement offers coverage on an f.a.s. or f.o.b. basis. If commodities are sold on a C&F or C.I.F. basis, coverage on a C&F basis to point of ocean transportation or international air carrier discharge is also available in accordance with section 1493.20(v)(2). Coverage is not available under this announcement for insurance costs.
Coverage of up to 98 percent of the principal is offered on credit terms from 30 days to three years, except for solid wood products, wood pulp, and wood chips, for which coverage is offered on credit terms of up to 720 days. Adjustable interest coverage is also offered in accordance with FAS program announcement PR 0264-01 issued Sept. 4, 2001, or as superseded.
ELIGIBLE BANKS
Any bank approved by CCC for China/Hong Kong is eligible. For a complete list of eligible banks, refer to the CCC "GSM Program Foreign Bank Obligors" Web page located at http://www.fas.usda.gov/dam/fmd/banks/banks.htm. Exporters are advised to obtain from their foreign buyer the name of the CCC?approved foreign bank that will be opening the letter of credit.
GUARANTEE FEE RATES
Pursuant to section 1493.70, fees are as stated in FAS program announcement PR 0347-02 issued Sept. 24, 2002, or as superseded.
SPECIAL TERMS AND CONDITIONS
Sales must be registered with CCC by Sept. 30, 2004, and exporters' contractual arrangements must call for exports no later than Nov. 30, 2004.
